While general pick-up behavior does not constitute a crime, excessive pick-up behavior may be a crime.
Article 1, item 28 of the Misdemeanor Law provides that a person who “stands in the path of another person or crowds around that person and does not move away, or follows that person in a manner that makes the person feel uneasy or annoyed” shall be punished by “detention in a penal institution for one to 30 days or a fine of not less than 1,000 yen and not more than 10,000 yen” (a sentence of detention in a penal institution for a period of not less than one day and not more than 30 days).

Other examples include threatening to ask, “What will happen if I refuse? If the person makes threatening remarks such as, “I wonder what will happen if I refuse, so let’s go to a hotel,” he or she may be charged with intimidation (Penal Code Article 222) or coercion (Penal Code Article 223).

Why don’t you like being talked to?
I want to be alone in the first place. I want to spend time alone or with my friends.
I am tired of talking to strangers, and it is painful to deal with people I am not interested in.
I feel like I have to leave the place in order to end the conversation. Even if it’s your favorite place.
In the case of women, especially solo campers, it is usually the men who talk to them persistently.
Women are not interested in men they don’t know, and they don’t want to talk to them.
